
Any business that’s sent bulk SMS in India knows the drill — DLT registration, sender ID whitelisting, DND-list scrubbing. A natural assumption is that WhatsApp marketing works the same way. As of 2026, it doesn’t.
What actually applies to WhatsApp
TRAI’s DND and DLT framework is enforced through telecom operators, for SMS and voice calls. WhatsApp is an over-the-top (OTT) messaging platform, and as of 2026 it doesn’t fall directly under TRAI’s commercial-communication regulations. There’s no DLT registration step for WhatsApp — that requirement simply doesn’t apply here.
What governs WhatsApp instead
WhatsApp runs its own rulebook, enforced by Meta rather than a telecom regulator:
- Documented opt-in from every recipient — before a business can message someone, not after.
- Pre-approved message templates — sorted into Marketing, Utility, Authentication, and Service categories, each reviewed before it can be sent.

- A verified WhatsApp Business API account through an approved provider — not a bulk-SMS-style sender registration.
Why this matters before running a campaign
Treating WhatsApp like SMS compliance-wise means either over-engineering a DLT process that doesn’t apply, or missing the actual requirement — genuine opt-in and template approval — that does. The rules aren’t lighter, they’re just different, and they sit with Meta rather than a government registry.
Where this is headed
The Telecommunications Act, 2023 gives the government authority to eventually extend commercial- communication rules to OTT platforms like WhatsApp, and there’s been public signal of that intent — but as of 2026 it hasn’t been implemented. Worth watching, not something to build a compliance process around yet.
